An RJ-45 connector on the front of the patch panel will accept a CAT5 cable from one of the rooms. I have seen several wiring blocks out there, but the ones with built-in bridging seem pretty clunky. Your problem sounds like the two ends you're testing are not connected together. 4 and 5 are probably spliced together somewhere, so you get continuity on those, but the rest aren't and you get a break.
